It is a question I get thrown at me on a weekly basis and my answer is always the same, most definatley.
One of the problems if you do not use meta tags is that you are then relying on the strength of your content to get your rankings on keywords plus a few other factors like link count, history, number of viewers etc. and if you have not gone down the route of keyword rich text, unless you have a rather long scrolling front page you will not cover all your chosen keywords properly.
The whole idea behind meta tags is that the search engine spiders use them to instantly get an idea of what your site is all about. Admittedly some are far more important than others and should contain nothing but the keyword phrases that you are optimising your website around. ( SEO Software )
